**Prepare Sauce:** In a blender, combine the cooked tomatoes, chipotle chili, garlic powder, salt, and pepper. Blend until completely smooth.
**Sauté Aromatics:** Heat a little oil in a pan over medium heat. Sauté the sliced onions until they become translucent and slightly golden.
**Cook Carrots:** Add the grated carrots to the pan with the onions. Sauté for 3–5 minutes until they begin to soften.
**Simmer:** Pour the tomato-chipotle sauce into the pan and add the bay leaf. Lower the heat and let the mixture simmer for about 10 minutes, or until the sauce has thickened and the carrots are tender but not mushy.
**Assemble:** Remove the bay leaf. Spoon the carrot tinga generously over crispy tostadas.
