Boil the potatoes in lightly salted water for 15–18 minutes until completely tender; drain and keep warm.
Meanwhile, warm the milk in a shallow pan and poach the cod gently for 8–10 minutes, until the fish is opaque and flakes easily.
Drain the cod, reserving the milk, and flake it with a fork, checking carefully for any bones.
Mash the potatoes smooth, then beat in the olive oil and enough of the reserved cooking milk (about 3–4 tablespoons) to make a soft, silky mash.
Fold the flaked cod, parsley, and a pinch of nutmeg into the mash, mixing gently so some flaky texture remains.
Serve warm in bowls with a squeeze of lemon and a little white pepper.
