Preheat the oven to 400Β°F (200Β°C).
Rinse the basmati rice, add it to a pot with 3 1/2 cups (875ml) water and a pinch of salt. Bring to a boil, cover, and simmer on low for 13 minutes. Rest, covered, for 5 minutes.
Whisk the honey, soy sauce, rice vinegar, ginger, garlic and sesame oil into a glaze.
Pat the salmon dry, season with salt and pepper, and place skin-side down in an oiled baking dish.
Brush half the glaze over the salmon and roast for 12-14 minutes, until just flaky.
Brush the remaining glaze over the salmon and switch the oven to broil for 2-3 minutes until the top is glossy and caramelized.
Pile a generous double portion of rice into each bowl, top with the salmon, and finish with sesame seeds and green onions.
