**Desalt:** Boil the cod to remove excess salt, then drain, remove all bones/skin, and shred finely.
**Batter:** In a large bowl, mix flour, baking powder, baking soda, salt, and pepper. Gradually whisk in the water until you achieve a thick, smooth batter.
**Aromatics:** Fold in the shredded cod, onion, garlic, green onion, chili, chives, thyme, and olive oil. Mix until well combined.
**Fry:** Heat the frying oil in a deep pot or casserole to 175Β°C (350Β°F).
**Cook:** Carefully drop small spoonfuls of the batter into the hot oil. Fry until golden brown and puffed, turning occasionally.
**Drain:** Remove with a slotted spoon and drain on paper towels to remove excess oil before serving.
